docs(wordaddin): sideload dev ชี้ trusted catalog ที่ public/wordaddin

เครื่อง dev ที่มี repo ไม่ต้องดาวน์โหลด/คัดลอก manifest แยกแล้ว —
ชี้ Trusted Add-in Catalogs ไปที่ public/wordaddin ตรง ๆ:
manifest.template.xml คือ dev manifest อยู่แล้ว (URL localhost)
และเนื้อไฟล์อัปเดตตาม branch ที่ checkout เสมอ

ห้ามวาง xml อื่นเพิ่มในโฟลเดอร์นี้ — Word สแกน *.xml ทุกไฟล์
GUID เดียวกันสองไฟล์ทำให้ Word สับสน

เครื่องที่ไม่มี repo (production/ผู้ใช้) ยังใช้ flow ดาวน์โหลด
จาก URL ของ environment นั้นแล้ววางโฟลเดอร์แยกตามเดิม
